The SECNAVCORB is an administrative activity within the Department of Navy assigned to the Assistant Secretary of the Navy (Manpower and Reserve Affairs) per SECNAVINST 5420.135D. The mission of the SECNAVCORB is to administer and supervise the Physical Evaluation Board (PEB), the Naval Discharge Review Board (NDRB), the Naval Clemency and Parole Board (NC&PB), the Combat-Related Special Compensation Branch (CRSC), the Naval Complaints Review Board (NCRB) and the Traumatic Service member Group Life Insurance Appeals Board (TSGLIAB). These Boards have independent missions and business processes, but together, constitute the organization that is the SECNAVCORB.

The Work Performed

Project/Program Management

As the Prime contractor, we provide on-site support for CORB sites as directed. Telophase personnel are interfacing with the CORB representatives to prioritize contract functions and assure accomplishment of functions expeditiously, efficiently and completely. We initially implemented a comprehensive project plan, along with careful controls, to ensure the plan is being managed according to timelines and budget. Our Program Management Officer (PMO) provides the customer with a number of deliverables, including a Work Breakdown Structure, Bi-weekly Status Report, Financial Report, Earn Value Management Report and Configuration Management Report in order to demonstrate and enforce accountability.

Business Process Re-engineering

Telophase conducted numerous stakeholder meetings and interviews to determine usability and usefulness of the current systems and then measured satisfaction from the business, end-user and technical perspectives. This resulted in the appropriate identification of operational risks and potential inefficiencies or bottlenecks. Our meetings focused on the business processes of our customer along with the steps and procedures used to create the unique cases for CORB. Our team of Business and Technical Analysts decomposed the business processes into specific activities that were thoroughly measured, modeled and ultimately improved.

Web Portal Development

Telophase team is tasked to develop a single Graphical User Interface (GUI) for all boards that make up CORB. The primary functionality of this collaborative tool is to generate and create cases and ultimately be used as a new case management tool. Furthermore, we develop a “dash-board” which provides the CORB Management a view of case statistics based on a set of predetermined parameters. This also involves the development of Business Intelligence functionality where users can generate ad hoc or canned reports for decision-making. The collaborative tool will allow an online application form for external users to submit an application to the various boards from the SECNAV CORB homepage. Our goal is to create a comprehensive “paperless” workflow for CORB and its users.

Database Development

Telophase is tasked to perform a comprehensive analysis of all databases under the purview of CORB. We perform data modeling that enables us to analyze data requirements needed to support the business processes of all the boards at CORB. Telophase is working with data migration as well with data migration from Oracle to SQL Server. Because of the requirements of the project, Telophase personnel are developing a data warehouse where data from transactional databases can electronically reside. With the development of a data warehouse, CORB users will be able to use a Business Intelligence tool, like Business Objects, to perform analysis and reporting of information.

Document Management and Integration

Telophase is integrating TRIM software to the SEP for CORB. Telophase team scans the historical documents into a repository where we can capture, manage, access and make more secure the enterprise information. Our collaborative system has the users retrieve existing documents directly from the document management system repository, and necessary changes and eventually save.
