Department of Defense Tricare

Branch/Division: Defense Technology Security Administration (DTSA)

DTSA requires the design, development, and deployment of an intranet to improve communication, information sharing, and efficiency of DTSA personnel. The DTSA Intranet will allow DTSA end-users quick and easy access to recurrent, multi-user, and/or day-to-day business information to maximize their personnel’s time management and overall effectiveness. The ability of staff members to access data collected from disparate sources and available through a DTSA Intranet will ensure consistent and timely information, resulting in better work products. The Intranet will also provide staff members with ready access to applications like the Defense Travel System, the Personnel Tracking System, on-line suggestion box, as well as commonly used links such guidance, and policy.

We are already encouraged with Telophase and their initial production of the DTSA Intranet. From all the indications, the final version will greatly help DTSA conduct its business. To say the least, I am very excited to see the full potential of the tool. — Col. A.M. Gardner-Inc, Program Manager

The Work Performed

Project Management

Management of project activities via monthly activities, deliverables and cost summaries. Monthly reports include an overview of the monthly work, a list of personnel working on those tasks along with their labor categories, identification of significant problem areas within the reporting period, resolution status and their impact(s) on the accomplishment of the contract objectives, planned activities for the next reporting period, and a table of deliverable products by task, including: task title, deliverable item name, projected delivery date, and actual delivery date. For Other Direct Cost Purchased (OCD) items, an inventory of all items purchased and delivered to the Government is provided as well as contract fund information, labor hour status reports and detailed labor data.

Requirement Analysis

After collection of feedback from the test group, and upon approval from the DTSA Program Manager, Telophase added Intranet systems enhancements. We incorporated additional information sources previously identified. We implemented and deployed the DTSA Intranet to additional Directorates and subsequently created and customized team areas on the DTSA portal site at the direction of the DTSA Program Manager.

Web Application Development

In coordination with DTSA/MD and OUSD(P), Telophase installed and tested a generic intranet portal on the NIPRNET, using existing infrastructure supported in a SharePoint environment. We coordinated with the DTSA Program Manager to determine portal architecture, page layout, organization, and access control. We configured basic portal design features and incorporated portal built-in features as directed or necessary. Work closely with the DTSA Program Manager to enhance and integrate a DTSA Intranet pilot for one DTSA Directorate, incorporating disparate information sources.

Training

Provide support to the DTSA Program Manager and DTSA users through Intranet training sessions, fixing bugs, assistance with User ID’s and passwords, and modifications to the look and feel of the DTSA Intranet portal site.

The Results

  • Enhance team communication and project visibility through routing of project documents for review and approval
  • Learning curve for new DTSA staff has greatly reduce
  • Automated forecasting and workload reports will permit leadership to plan ahead
  • Provide retrieval of data without slowing down operational systems
