Branch/Division: Office of Historical Trust Accounting

Office of Historical Trust Accounting (OHTA) was established in 2001 and its primary mission is to oversee the historical accounting of Individual Indian Money (IIM) beneficiaries mandated by the Court in Cobell v. Norton. OHTA will identify, locate, and secure available data, including missing trust-related records, as necessary, to conduct a historical accounting of Individual Indian Monies (IIM) or Tribal Trust accounts.

The Office is part of the Office of the Secretary and the initial task of this office is to develop a comprehensive plan which analyzes options for accomplishing the historical accounting, as well as providing timetables for implementation that can be reviewed by the Court, Congress, IIM beneficiaries and the public.

Telophase is working with BAE Systems to support OHTA.

The Work Performed

Infrastructure Management Support

Telophase spearheads the operations and maintenance of the OHTA infrastructure. Our staff is responsible for critical systems involving tasks such as performing backups of data, applying operating system updates (Windows and Linux), configuring changes, installing and configuring new hardware/software, managing user account information, documenting configurations, providing end-user services and performing system tuning. We are an integral part evaluating LAN/WAN configuration and design issues. We analyze LAN expandability to meet the needs of future changes in programs, staffing, and organizations.

Information Security Support

Since the onset of the project, Telophase has led the information security initiatives at OHTA. Primarily, we perform OHTA’s Certification and Accreditation services to include documentation and compliance for FISMA, DISA STIG, FIPS 199, FIPS 200, OMB A130, NIST 800 series. DOI’s policies closely monitor unauthorized access or modification of systems; deny service to unauthorized users; and provide service to authorized users. Telophase personnel are leading the development and modification of the Accounting Reconciliation Tool (ART), assessment of program security compliance, support program briefs, as well as coordinate and compile program security related documentation for various programs. Additionally, we have facilitated scheduled installations and upgrades; and maintain them in accordance with established IT security policies and procedures.

Software Engineering and Development

Telophase conducts a formal process that reviews systems requirements, preliminary design, critical design, readiness, and other test metrics to best examine all facets of the Software Development Lifecycle, including analysis, design, development, implementation, support and maintenance. Our .NET development team has been intimately involved in everything from defining software requirements to creating a high level design, where a basic layout of the product is created. Additionally, we have been vital to all aspect of testing to include Module, Integration and System Tests. Currently, we maintain many of the OHTA systems and provide any general enhancements, changes and additions, which might be required by the end-users./p>

Database Administration and Engineering

Telophase provides database administration and engineering support to OHTA. We effectively implement and maintain seamless operation and reliable physical design of databases. The project supports Windows based applications that utilize SQL Server and the applications are written in Visual Basic.NET. Our primary role is to be responsible for the daily operation of the SQL server database along with the data replication to the remote backup site. Telophase formulates policies, procedures and standards for database management; and monitors transaction activity and utilization. We also conduct performance tuning of indexes and database in general. Our personnel perpetually review database design and integration. We provide recommendations regarding enhancements and/or improvements and work with customer personnel to resolve issues and concerns.
