Program: Expense Assignment System III and IV (EAS)

The Expense Assignment System IV (EAS IV) is a cost allocation tool that assists the MHS (Military Health Systems) in identifying the total cost for providing health care to beneficiaries. EAS IV provides MHS decision-makers with improved business case analyses and decision support capabilities to maximize cost-effective health care delivery.

EAS IV provides standardized reporting of workload, expense, and manpower data at the medical and dental treatment facility level. EAS IV supports health care management data and reporting requirements at all levels within the MHS and is a fully integrated component of day-to-day health care resources management activities.

The Work Performed

Integration Services

Telophase led a team to design a global database environment by consolidating the individual site databases from over seventy sites. This effort involved consolidating business rules that were different for each site, and extracting data records from each site’s database.

Database Management

Telophase personnel established and implemented cleansing and retrieval processes in building and designing the global database. We provided systems architecture support and implementation for the production and test for CEIS (ALTHA) Data Warehouse systems and developed and implemented the initial data validation interfaces between Legacy and Production systems. Also designed and implemented the interface from data extraction and cleansing process to database level.

Help Desk

Telophase organized the set up and the customization and deployment of a remote access software. This tool complied with the highest security levels that facilitated remote help desk support to over 120 Tri-Service military treatment facilities. The tool was able to function as a Virtual Help Desk.

Information Assurance

Telophase has played an integral part in establishing enterprise security for securing enterprise networks and utilities. We conducted vulnerability assessments of the standard deployed EAS IV servers and performed security assessments using IDS tools from ISS and Axent on the primary repository servers for EAS III and EAS IV servers.
