Telophase Corporation Announces Award of
the Secretary of the Navy Council of Review Boards (SECNAVCORB)
Knowledge Management Analysis/ Study

Telophase Corporation, a leading 8(a) systems integrator for
the federal government, announced today that it was awarded
the Secretary of the Navy Council of Review Boards' (SECNAVCORB)
Knowledge Management Analysis/ Study through the SBA'a 8(a)
Program.
The SECNAVCORB provides service to all Navy, Marine Corps and
Coast Guard Service personnel. With the wartime conditions that
exist today, the SECNAVCORB carries a pressing need to dispense
with its duties to the Warfighter. Service personnel returning
from combat zones are particularly in need of high level of
service as it relates to the separation of a member and his/
or her compensation. In order to better the quality of service,
the SECNAVCORB is faced with modernizing its capabilities to
sustain and evolve its exiting business and information architecture.
These challenges faced by the SECNAVCORB include: the management
of legacy systems, limited enterprise or board specific reporting,
paper based workflow processes and limited records management.
The objectives of the task are to provide contractor information
technology support services for the assessment of current SECNAVCORB
capabilities and to provide a solution to improve these capabilities
by recommending the best options for future implementations.
Telophase will perform a "Current State" Analysis
of the SECNAVCORB and the boards it administers. Once an extensive
analysis of the SECNAVCORB Organization and its systems is completed,
Telophase will then develop a concrete plan to re-engineer the
SECNAVCORB functionally; and technically, a detailed road-map
to successfully implement a total enterprise solution.
It is the vision of the Director of SECNAVCORB to build a system
that will provide a portal solution. It is best described as:
A modular, integrated, web based system to receive, process,
manage, and track cases related to the referral of service personnel
to the Disability Evaluation System (DES), applications for
combat related special compensation (CRSC) benefits, applications
for changes to awarded confinement (i.e., clemency or parole),
applications for changes to military records, discharges, medical
records, legal issues, and records of trial.

The Secretary of the Navy Council of Review Boards (SECNAVCORB)
is an administrative activity within the Department of the Navy
assigned to the Assistant Secretary of the Navy (Manpower and
Reserve Affairs) per SECNAVINST 5420.135D . The SECNAVCORB mission
is to administer and supervise the Physical Evaluation Board
(PEB), the Naval Discharge Review Board (NDRB), the Naval Clemency
and Parole Board (NC&PB), the Combat-Related Special Compensation
Branch (CRSC), the Naval Complaints Review Board (NCRB) and
the Traumatic Servicemember Group Life Insurance Appeals Board
(TSGLIAB) The Boards have independent missions and business
processes but together constitute the organization that is the
SECNAVCORB.
